such government exists. Political conditions in
China are constantly changing; but at the moment
of writing there appear to be so-called "nation-
alist"governments of different types at Hankow,
at Nanking and in Yunnan-fu, the political
complexions of which might be tentatively described
as "red", "pink" and "white" respectively, while the relations between these three governments and
the provinces of Kuang-tung, Kuang-si, Fu-kien
and Kuei-chou are not clearly defined.
In these circumstances the problem which
specially concerns the Hong Kong General Defence
Committee is the possibility of exeating economic
pressure upon Canton in the event of any renewed
effort by the Cantonese authorities to inflict
injury upon Hong Kong and upon British trade in
Kuang-tung. With these considerations in mind
the Hong Kong General Defence Committee examined
clause by clause the summary of conclusions in
paragraph 54 of the report of the Advisory Committee
on Trading and Blockade. For convenience of
reference each conclusion of the Advisory Committee
is separately set out hereunder together with
remarks of the Hong Kong General Defence Committee
thereon.
